cmake build options and their usage in the codebase.

228c67228a GL_EXT_mesh_shader/SPV_EXT_mesh_shader implementation
Added following updates to GL_EXT_mesh_shader implementation:

1. Added SPIRV and GLSL test cases
2. Added checks to ensure NV and EXT mesh shader builtins cannot be used interchangeably.
3. Updated the language name by removing the postfix "NV" to MeshShader and TaskShader.
4. Added checks for grammar checking to comply with the spec.

5. Added gl_NumWorkGroups builtin to Mesh shader
6. Fixed data type of gl_PrimitiveLineIndicesEXT and gl_PrimitiveTriangleIndicesEXT
7. Added new constants to the resources table
8. Updates to handle new storage qualifier "taskPayloadSharedEXT"
9. Updated test cases by replacing "taskEXT" with storage qualifier "taskPayloadSharedEXT"

Addressed  Review comments
1. Fixed instruction description used by glslang disassembly.
2. Updated OpEmitMeshTasksEXT as per spec update
3. Fixed implementation that errors out if there are more then one taskPayloadSharedEXT varjables.
4. Fixed miscellaneous error logs and removed unwanted code.

SPIRV 1.6 related build failure fixes
- Update SPIRV header to 1.6
- Fix conflict wiht SPIRV 1.6 change, where localSizeId is used for execution mode for mesh/task shaders

Enable SPIRV generated for EXT_mesh_shader to be version 1.4

GL_EXT_mesh_shader: Add checks for atomic support and corresponding test cases

c5072a8cab Fix sameElementShape test of sampler
There is apparently a hole in the initialization of sampler in TType
so that a simple comparison which should pass might fail. Until the
hole is found, also test that both types are samplers before comparing
the sampler field for equality.

Fixes #2875

ca0d54d51b Enhance readability of error messages for GLSL
Specifically, make GLSL link error messages more specific and output
only information relevant to the error.

Also change type printing to more closely reflect GLSL syntax. This
is the default for link error messages, but must me enabled with the
new option --enhanced-msgs for compilation error messages.

Also with --enhanced-msgs, only emit one error message per source
line.

6c1db7fd6c Fix validation failures of test cases regarding GL_EXT_spirv_intrinsics
1. The test cases of OpReadClockKHR is invalid. The return type is
   unsigned integer rather than signed integer.
2. When SPIR-V decorate or SPIR-V type is specified, we should avoid
   auto location mapping because the semantics are totally decided by
   SPIR-V tokens.

02132406bc Do not propagate packing qualifiers to scalars or vectors
Packing qualifiers have no practical effect on scalars or vectors
so this is unnecessary and its confusing tools downstream that
consume the AST.

9b962f611c Partial fix for inconsistencies re: #2578
gl_SecondaryPositionNV and gl_PositionPerViewNV are inconsistently
declared inside and outside of gl_PerVertex. This breaks interface block
matching. For now ignore these errors since it should be fixed with how
they are declared.

f6e0fe8600 HLSL: Add support for printf().
Translate printf() to what GL_EXT_debug_printf has done. HLSL could
define non-constant string variable and we don't have such features
in SPIR-V, so just support constant string variable.

Shader interface matching rework to fix #2136 (#2156)
* rework how shader interface block naming rules are handled

* Fixes 2136

According to the spec, shader interfaces (uniform blocks, buffer
blocks, input blocks, output blocks) all should be matched up via
their block names across all compilation units, not instance names.
Also, all block names can be re-used between all 4 interface types
without conflict. This change makes it so all of these blocks are
matched and remapped using block name and not by instance name.
Additional the rule that matched uniform and buffer blocks must
either be anonymous or named (but not nessearily the same name) is
now imposed.

* add warning if instance names differ between matched shader interfaces

* Add test cases from #2137 which is now fixed as well.

* replace some tab characters with spaces

* buffer blocks and uniform blocks now share the same block namespace

Add flag to check whether offset is implicit or explicit (#2031)
When we use unsized array in shader storage buffer, glslang calculate the offset during delcaring the block, it may lead to incorrect block offsets when its implicit array size changed.

So here is what we do:
1. For GLSL, we add flag explicitOffset in TQualifier, and set it when layout offset is specified explicitly
2. By using this flag we could tell difference as whether it is an explicit offset, and recalculate the block member offset conditionally in OpenGL.

352e668a6d Add flags for local size values ( compute shader )
Purpose :

According to GLSL SPEC 4.6 ( 4.4.1.4 Compute Shader Inputs), for compute shader input qualifiers, we should declare such qualifiers with same values in the same shader (local_size_x, y and z).
"If such a layout qualifier is declared more than once in the same shader, all those declarations must set the same set of local work-group sizes and set them to the same values; otherwise a compile-time error results."

Why this fix:

If we manually set "local_size_x = 1" and directly following a declaration like "local_size_x = 2", this would not be detected. That is because currently we treat all the '1' as default value and could not restrictly detect whether those are default values.

Test case:
......
layout(local_size_x=1) in;
layout(local_size_x=2) in;
......

So I add test cases for this fix:
1. set local_size_y = 1 => success
2. set local_size_y = 2 => error
3. set local_size_y = 1 => success

664ad418f8 Fix #1879: Check for valid variable before checking for unsized arrays.
The order of error checking was not quite being correct (maybe there is no correct
ordering, when many checks must be done and they affect each other).
So, check for block-name reuse twice.

deec1933e9 Web: Turn off includes, independent preprocessing path, fine tune all.
Saved about 21K, size down to 380K of MSVC x86 code.
Fixed one bug that needs to be looked at on the master branch:
The test for needing a Vulkan binding has a bug in it, "!layoutAttachment"
which does not mean "no layoutAttachment", because that is non-zero.
This is why some test and test results changed.
