Fix GN build and presubmits

Browse source 
Add missing `.cfg` files for GN presubmit.
Add missing `recursedeps` in the `DEPS` file.
Call `./update_glslang_sources.py` before attempting to build.
Add more GN spew to the `.gitignore` file.
